What permissions are rquired for a user to see the report manager?

Hi,

I have just done a clean install of SSRS SQL 2012.  When I go to the reports page

User '<username>' does not have
required permissions. Verify that sufficient permissions have been granted and
Windows User Account Control (UAC) restrictions have been addressed.

This user is sysadmin on the SQL server and I have clicked Site Settings > Security and added him in as SA, System Administrator and System User.

What am I missing?
