User Security Question

We are in the process of moving our user reports from a 3rd party vendor to SSRS. We are using one department as a test. I have basically re-created all of their reports in SSRS and deployed them to our site. I am set up as an administrator and can access all of the reports. I have set up 2 of the users from the department the reports are for with "Browser" access. These users can log in through IE and see the list of all the reports in the folder. However, they get a "User does not have permission" error ONLY on reports that have parameters associated with them. If there are no parameters on the report, they can run the report fine. 

What I have done:

Removed/Added the users. 

Added their permissions after I have opened IE through "Run as Administrator" (I have had them try using "Run as Administrator" as well)

Set up their accounts with read only access to the database that is the shared data source for all of the reports (and then removed them when that didn't work). 

All of the parameters for these reports are pre-populated using shared data sets from the shared data source. My gut says it might have something to do with that, but I am not sure where to check. 

Any thoughts? If there is more info you need, let me know. Also, if it helps, we authenticate using Active Directory. For now, I am just using the two users. When they agree that the reports are good, I will add access to their department's group from AD.
