Report Builder is not opening.

When i attempt to open my Report Builder in ReportManager it say's that

"To use Report Builder, you must install .net framework 3.5 on this computer."

But i actually have .net frame work 3.5.  can u people let me know what this issue is and why this if i already have required .net frame work.
