Is It Possible to Refresh a Graph or SubReport Without Recalling the Original Report

Hi all,

  I have to create a report using VS 2008 (NOT R2) that has roughly 40 goals on it.  I've been asked to provide a graph for each of these goals, and I'm trying to determine the best way to do this.  In my picture below, you can see the outline that I've come up with.  I'm happy with the way it's come out, until you get to the actual graph.  As you can see, once they get to the graph, they want the option to be able to see different series of data on the report.  The only solution I know of to accomplish this, is to create text boxes that look like button, have the user click on the series of data they want to see, and create an Action for that button that recalls the report with the new series.  

  The issue is that when the user clicks one of the buttons, when the report reloads it reverts to it's initial look of everything being closed/minimized.  Obviously this is not going to fly with "The Man".  I thought about creating parameters to show which sections the users have opened/drilled into, but you are talking about 40+ parameters if I had to do that for each goal.  Plus, I don't think that would work because what if they toggled down to "Goal 20" and clicked around on the graph.  Obviously my parameters would be flagged to show that "Goal 20" is in an open state.  But what happens if they toggled the text box closed and moved on to "Goal 37"?  I would have know way of knowing"Goal 20" is now closed, because the toggle was happened by SSRS.  Then, if they changed the series for "Goal 37", it's going to reopen "Goal 20" again.

  Ideally I'd like to be able to just refresh the parameters for the graph without having to recall the report, but this isn't possible, is it?  I considered using a subreport,  but from what I can tell it works in much the same way as a graph does in that you have to use an Action and recall the initial report.  Am I missing something?  Is there an easier way to do this that I'm just not aware of?
