How to summarize the oldest rows into one single row to keep the number of rows limited to 40

How can I do below request in blue in SSRS? There are 3 parameters that Users can select, 1) As of date (example 201306, 201305, 201103,201204,200209,200304...) 2) EndYear (Ex. 2013,2012,2004,2002) 3) StartYear (Ex. 2002,2004,2005,2013) . Thanks.

keep the number of rows limited to 40. In order to do that we will need to summarize the oldest quarterly movement rows into one single row called “Prior Quarterly Movements”. Every time a new quarter is reported, another row is combined into the “Prior Quarter Movements” to keep the limit of 40 rows.
