Unable to manage folders after new install

I just installed SQL Server 2012 Developer and SSRS on my new laptop running Windows 8.1 Pro, but I'm unable to manage any folders, etc.

I've set security in Site Settings:

I've set security for the Home folder:

When I open any folder, etc., the security settings look OK in that they have been inherited from the parent.

But when I hover over any folders, reports, etc. the drop down box arrow does not highlight and I'm unable to display the drop down box.  I am able to create and delete items, just not manage them.

What have I missed?
