SSRS - Hidden rows when a report with multiple tablixes (with a space between them) is exported to Excel

All,I have a report with 3 tablixes, say Tablix1, Tablix2 and Tablix 3. Tablix 1 is for showing Infants data, 2 for showing data related tochildren and 3rd related to Adults. There I have textboxes on top of each tablix for Infants, Children and Adult. The problem is, when I export it to excel, rows get hidden. See the image attached. Row#13 and 21 is merged/hidden. What's the solution to avoid this? Things already tried: Having those values in a row in the tablix instead of the textbox, but, I do want to see the space between tablixes, even in the report as well as the excel file without hidden/merged rows.
