Access is denied if not local admin on server

I'm working on deploying SSRS. Currently, the only people that can access the reports are those who are local admins on the actual server. Anyone that is not a local admin on the server gets the following:

Server Error in '/Reports' Application.

Access is denied.

Description: An error occurred while accessing the resources required to serve this request. You might not have permission to view the requested resources.

Error message 401.3: You do not have permission to view this directory or page using the credentials you supplied (access denied due to Access Control Lists). Ask the Web server's administrator to give you access.

If I add them as a local admin on the server they can then access the reports. However, we don't really want our domain users having access to this server. They are added to the site settings as a system user, their roles are set to view reports, folders, resources, and manage subscriptions. They are set to read, execute, list, traverse the SQL folders on the server, but not write. I'm not sure what I'm missing to make this work. Any help would be greatly appreciated as I'm relatively new to SSRS! Thanks!
