Are SQLServer Report Services reports section 508 compliant?

I have built some reports using list etc objects, and then export the reports to pdf. However, my colleagues checked the pdf versions for 508 compliant and they did not pass. It seems that 508 tags are limited to HTML tags such as <tr><td>, however, report services has its own tags such as list.

Does anyone have any experience with 508 compliant for SQLServer Report Services? How can 508 compliance be achieved using SQLServer Report Services?
