Native Server giving TLS error when I try to connect to it

Recently our SSL certificates expired and just prior to that I installed new certs provided by our security team. Today I used Reporting services Configuration Advanced to add the report server cert on the Web Service URL tab and the report manager cert on the Report Manager URL tab. I then restarted Report Manager.

Now when I click the URL in IE I get "Can't connect to web page. Turn on TLS 1.0, TLS 1.1, and TLS 1.2 in Advanced settings and try connecting again.".

I'm using IE11 to connect and the Report Server is SQL Server 2008 on a Windows 2003 Server.

I can see the above settings but can't alter them as these settings are controlled by our security team. All except TLS 1.2 are already ticked.

Thing is, I can't see why that sort of thing would have changed as it was working fine with the previous certificates. Our technical people say it can't be the certificates but I can't see what else it could be as nothing else should have changed.

Anyone got any ideas what could be causing this?
