IIf expression(font and fill properties) returning bad result for some records (report builder 3.0 SQL 2012

Hello all I have a report that monitors a 4 week period, the data source is a SharePoint list, users make entries for the work week that total 100% that's calculated to 40 hours.  In the report properties I had expressions for the Font color and Fill color like so; IIf(Sum(fields!hours.value)<>40,"Red","Black") for the font and the fill was yellow if not =40.

Here is the mystery, out of 50+ staff there were 2 records that did not evaluate correctly. There hours were 40 each week and the total was 160, however one of the weeks for each of the staff was returning the wrong result, the hours were 40 yet the font was red and the fill was yellow? I checked the data in the list and it was 40 hours???

so I added the CDec to the expression and it seems to have corrected the problem, but what I don't understand is why the bad result for only the 2 weeks and why when the value was 40 it was evaluated as something else?

I was hoping someone has had a similar experience
