SSRS - After Parameter refresh in a multi tablix report refreshes data in the primary tablix only not in the dependent tablix

I have 2 tablix in one report . First tablix  is bounded to a Stored Procedure . Inside this stored procedure I am preparing data that creates a table A to which my second tablix is bounded to. When  I change my data parameter value , click the Preview the data in the first tablix  is refreshed, however data in the second tablix is still based on older date parameter value. In Sql Server the table A  shows me updated value .

It looks like SSRS is bringing cached data for the Second Tablix but refreshes the data for the first Tablix. When I click Data Refresh in the SSRS Menu then data in both tablix syncs .

Any idea ?
