Render Report as HTML

SSRS on SharePoint 2013

When i render to PDF (or mhtml) like adding '&rs:Format=PDF' to URL it gives me solid pdf file.

When i render to HTML like adding '&rs:Format=HTML4.0' to URL it gives me a hollow html file with a link to report.

How can i force reporting server to render a solid html with actual data in it, like one in mhtml but with no base64 encoding?
