Accessing Report Manager and Report URLs - SQL Reporting Services 2008 R2

Looking for a little assistance with setting up SQL Reporting Services in Native Mode on a 2008 SP2 64-bit edition server.  The service starts up without issue, pass the authentication to the default Report Manager URL on the hosting machine (http://ip:80/ReportServer) it comes up with the following generic screen:

[IP]/Report Server - /

[Date]                     <dir> Users Folders

                               <dir> My Reports

Takes a good minute for that to even come up but I don't see the Site Settings as expected to allow additional users access and role modification.  Run into a similar issue when trying to access the front end 'Reports' page (http://ip:80/Reports/Pages/Folders.aspx), just get the error 'IE cannot display the webpage' from any machine I try.

Have kept the defaults from the installation and only other thing of note would be that I do not have a binded SSL certificate in the Configuration Manager.  I am currently logging on with the actual Administrator account on the 2008 server and running IE 8 as the admin so should have full rights. 

Any help or suggestions would be greatly appreciated.
