Dynamic header space based on page number

A new client of ours prints their reports on the front & back of paper. The front of each paper has a large letterhead, so we need to accommodate for that space. However, on the next page (the back of the paper), there isn't a letterhead and we would like the report items to display from the top of the page.

I've been looking for a way to dynamically change the amount of space at the top of each page, based on the page number. It doesn't look like you can dynamically hide the page header, dynamically change the height on the page header or dynamically change the page margins. I've even tried putting a textbox in the header with 'CanGrow' set to true, and an expression that displays text based on the page number, but the header doesn't grow.

I'm running out of ideas and I'm hoping somebody knows of a way to do this. Thanks in advance!!

P.S. This report will have multiple subreports, some of which could span several pages.
